May a Member office accept the services of a volunteer to help out around the office?

No. 5 U.S.C. § 3110 prohibits public officials, including Members and staff, from appointing, employing, promoting, advancing, or advocating for appointment, employment, promotion, or advancement certain relatives of the public official. Those relatives include spouses, parents, children, siblings, aunts and uncles, first cousins, nieces and nephews, stepparents, stepsiblings, stepchildren, half-siblings, parents-in-law, siblings-in-law, and children-in-law. House Rule 23, clause 8(c) also prohibits Members from employing their grandchildren.
