Senior Staff Training - Periodic Transaction Reports (PTRs)

All Members and senior staff are subject to financial disclosure requirements, including the requirement to file both annual financial disclosure statements (FDs) and Periodic Transaction Reports (PTRs).  Since PTRs may be due throughout the year, depending on a filer’s financial transactions, the House Committee on Ethics will conduct a live Senior Staff Training session on Periodic Transaction Reports (PTRs) on Wednesday, January 24, 2018, at 10:00 am located in B-249 B and C Longworth House Office Building.  This training session is open to all staff – including staff who must file PTRs themselves and staff who may assist their Members with their financial disclosure reporting obligations.  Attending this session will satisfy the senior staff training requirement for senior staff, but will not satisfy the general ethics training session for other staff.  The Committee anticipates that additional training sessions specifically on financial disclosure reporting will be scheduled throughout the year.

For financial disclosure and ethics training purposes, “senior staff” refers to any employee paid at or above the senior staff level, which is $126,148 for calendar year 2018, for 60 days or more in a calendar year.  Senior staff employees are required to complete ethics training as described below.

*    All new House staff, including senior staff, must complete new employee ethics training within 60 days of beginning House employment.  New senior staff must also complete one hour of general ethics training during each subsequent calendar year they remain on House payroll and complete a second hour of specialized “senior staff” training before the end of the 115th Congress.

*    Existing senior staff must complete one hour of general ethics training during each calendar year and complete a second hour of specialized “senior” staff training before the end of the 115th Congress.

*    Existing employees who start 2018 at a salary below the senior staff rate, but receive a raise such that they become “senior staff” during 2018 must complete one hour of general ethics training during each calendar year and also must complete the second hour of specialized “senior staff” training before the end of the 115th Congress.
