May a Member office accept the services of a volunteer to help out around the office?

The temporary services of a volunteer generally may be accepted when the voluntary service is of significant educational benefit to the volunteer and the assistance does not supplant the duties of regular House employees.  For complete information, see “Volunteers, Interns, Fellows, and Detailees”

I am the Chief of Staff. May I hire my child to work for the official office?

No. 5 U.S.C. § 3110 prohibits public officials, including Members and staff, from appointing, employing, promoting, advancing, or advocating for appointment, employment, promotion, or advancement certain relatives of the public official.  Those relatives include spouses, parents, children, siblings, aunts and uncles, first cousins, nieces and nephews, stepparents, stepsiblings, stepchildren, half-siblings, parents-in-law, siblings-in-law, and children-in-law.  House Rule 23, clause 8(c) also prohibits Members from employing their grandchildren.
