Representative Zoe Lofgren, Chair of the Committee on Standards of Official Conduct and Representative Jo Bonner, Ranking Republican Member of the Committee, are pleased to announce the selection of C. Morgan Kim to serve as the Committee’s Deputy Chief Counsel. Ms. Kim will assume her duties in late August.

“I am delighted that Morgan will be returning to the Committee as her initial tenure won bipartisan praise,” Chair Lofgren said. “Morgan is committed to an Ethics Committee that is effective and accountable to both the House and the public. Now, her additional investigative experience gained during her time at DOJ’s Office of the Inspector General well positions Morgan to be an invaluable part of the Committee’s staff leadership.”

“We are fortunate to have Morgan return to the Committee in this important role,” Ranking Member Bonner said. “Her impressive credentials and years of investigative experience both at the Justice Department and previously with the House Ethics Committee will greatly benefit the Committee and the House.”

Ms. Kim is currently with the U.S. Department of Justice, Office of the Inspector General, where she reviews Department programs and investigates sensitive allegations involving high-level Department employees at the request of the Attorney General or Congressional committees. Ms. Kim previously served as Counsel to the Committee on Standards of Official Conduct. During her time with the Committee, she distinguished herself as a highly skilled and talented investigator by serving as the lead investigator in House Page matter and other sensitive matters. Before that, Ms. Kim was a federal prosecutor in the white-collar crimes section of the United States Attorney’s Office for the Southern District of Florida, where she successfully prosecuted high-profile fraud, public corruption and organized crime cases. Earlier in Ms. Kim’s career, she practiced in the white-collar group at a national law firm and was a judicial law clerk to the Honorable Kenneth L. Ryskamp. She received her B.A. from Georgetown University and her J.D., magna cum laude, from George Mason School of Law, where she served on the editorial board of the law review.

In addition, the Committee is pleased to announce that it has hired several additional investigative counsels and a senior investigator. They are: Cliff Stoddard (Counsel); Donald Sheiman (Counsel); Tom Rust (Counsel); Sheria Akins (Counsel); and Frank Davies (Senior Investigator).
