ALL new employees must complete training within the first 60 days of House employment.  All new employees may complete the “118th Congress General Ethics 2024” online through the Congressional Staff Academy’s website.

The Committee annually updates the trainings.  Existing employees should wait until the updated training gets released to take the course.  However, to satisfy the 60-day requirement, new employees may take the previous year’s training if the most current course has not been released.

Staff who earn over the Senior Staff Rate for 2024 must take an additional hour of “118th Congress Senior Staff Ethics Training” through the Congressional Staff Academy’s website.  “Senior Staff” refers to any employee paid at the senior staff level, which is $147,649 for calendar year 2024 (or $12,304 for 60 days or more in a calendar year).

New Employee

Both new employees and existing employees will be taking the same 118th Congress General Ethics 2024 course for CY 2024.

Interns without access to the House network may watch an online video to satisfy the New Employee Ethics Training requirement. To do so, please email ethics.training@mail.house.gov to be given access.”

Detailees, fellows, unpaid interns, or any individuals who are employed by the House and paid for less than 60 days are not required to attend ethics training. The Ethics Committee nonetheless encourages these individuals to complete ethics training, so they become familiar with the House ethics rules while working for the House.”

Existing Employee

All existing employees who are not “new” employees must take one hour of ethics training during calendar year 2024. You can fulfill this requirement by watching the 118th Congress General Ethics 2024 video through the Congressional Staff Academy’s website (must be connected to House Network). Staff who earn over the Senior Staff Rate for 2024 must take an additional hour of senior staff training once per Congress (i.e. every 2 years). When you log in, you will see “Required Training” in the near the middle of the screen. Click on  the drop down menu and click “Ethics”.

Click “Non-Senior Staff/Paid Intern Ethics” to access the 118th Congress General Ethics training.

Once completed, you can review your transcript by clicking on the “Transcript” tab,  and clicking “Completed Training”. Please note that completed trainings may take a few days to post to your transcript.

Senior Staff

“Senior staff” refers to any employee paid at the senior staff level, which is $147,649 for calendar year 2024 ($12,304 over a 60 day period). In general, senior staff employees are required to complete two ethics trainings in order to satisfy the Committee’s training requirement.

New senior staff must complete the 118th Congress General Ethics 2024 within 60 days of beginning House employment and complete a second hour of specialized “senior staff” training before the end of the 118th Congress.

Existing senior staff must complete the 118th Congress General Ethics 2024 during the calendar year and complete a second hour of specialized “senior” staff training before the end of the 118th Congress.

Existing employees who start 2024 at a salary below the senior staff rate, but receive a raise such that they become “senior staff” must complete the second hour of specialized “senior staff” training before the end of the 118th Congress.
